Phillip Slone - Pippa Passes Police Department
Phillip Slone was appointed chief of Pippa Passes Police Department on July 1, 2016. Slone has more than 28 years of law enforcement experience. He began his law enforcement career with the Pippa Passes Police Department. Slone also served the Knott County Sheriff’s Office, Letcher County Police Department and Kentucky Department of Parks. Slone is a graduate of Department Criminal Justice Training Basic Training Class No. 216, and has more than 1,300 law enforcement training hours.
Todd Kelley - Ashland Police Department
Todd Kelley was appointed chief of Ashland Police Department in August 2016. Kelley began his career with the Ashland Police Department in 1987 as patrolman, moving through the ranks to chief. He has commanded in all areas of the department. Also, he served as the accreditation manager achieving the department’s second, five-year status. Kelley is a certified instructor for the Department of Criminal Justice Training in the areas of patrol, accident reconstruction and leadership. He also is a traffic collision reconstructionist and has been certified as an expert in speed and brake analysis. He is an instructor for the University of Kentucky Transportation Center in traffic-incident management. Kelley has an Associate of Applied Science in Criminal Justice through Ashland and Community Technical College and a Regents Bachelor of Arts in Criminal Justice through Marshall University. He is a graduate of DOCJT’s Criminal Justice Executive Development and School of Strategic Leadership courses.
John Luttrell - Lynch Police Department
John Luttrell was appointed chief of Lynch Police Department in September 2016. Luttrell has five years of law enforcement experience. He began his law enforcement career with the Harlan Police Department. Luttrell also served the Harlan County Sheriff’s Office. He is a graduate of the Department Criminal Justice Training Basic Training Class No. 437.
Rick McCubbin - Shepherdsville Police Department
Rick McCubbin was appointed chief of Shepherdsville Police Department on Jan. 15, 2017. McCubbin has 30 years of law enforcement experience. He began his law enforcement career with the Louisville Police Department. McCubbin also served the U.S. Marshals Service, Western District of Kentucky and as chief of the Bardstown Police Department. In 2016, McCubbin retired from the Bardstown Police Department and was named chief of Shepherdsville after enjoying 8 months of retirement. McCubbin has a bachelor’s degree in Administration from University of Louisville and a master’s degree in Criminal Justice from American Military University, Charles Town, W.Va. He also is a graduate of Department Criminal Justice Training Basic Training Class No. 181 and Southern Police Institute AOC Class No. 108. McCubbin serves as an adjunct professor for Elizabethtown Community College in the social science division.
